It is well-known, of course, that venerable institutions often have regulations which are opaque to outsiders. Take, of example, the expertise in such matters which a Senator sometimes needs :
Unfortunately, it is an odd video type, and may not come out well in all players (works ok in Firefox and Camino). It is also rather long and gets off to a slow start (eg first minute). But well worth watching.
The point, however, is that arcane regulations are fine for bodies with a fairly stable membership like the US Senate, where they all enjoy such fun and games, but not so good for a technical body like JTC1.
